Congressman Says His Marijuana Expungements Bills Could Be ‘Adjunct’ To Reform Package With Banking

Rep. Troy Carter (D-LA) told Marijuana Moment in a new interview that he’s “happy to join the battle” to reform federal cannabis laws—and he’s optimistic that his new bill on expunging federal misdemeanor marijuana convictions could build on bipartisan progress that’s been made as congressional lawmakers work to craft a passable reform package that could include banking and other issues this session.

The congressman is sponsoring two recently filed marijuana bills, both with Republican cosponsors: the Marijuana Misdemeanor Expungement Act and the Capital Lending and Investment for Marijuana Businesses (CLIMB) Act, which would allow state-legal cannabis companies to to be listed on national stock exchanges and access key financial services.

Carter isn’t new to the issue. Before entering Congress, he served as a member of the Louisiana Senate Judiciary C Committee, where he was tasked with evaluating the state’s criminal code. The experience further solidified his “passion for justice,” he said in the Thursday interview.

Schumer Touts Senate Marijuana Research Bill Among ‘Historic Progress’ Under Biden As Legalization Measure Lingers

As the midterm elections approach, Senate Majority Leader Chuck Schumer (D-NY) would probably prefer to be able to tout progress on enacting marijuana legalization—but instead, he’s currently left with the Senate passage of a modest cannabis research bill as among “historic achievements” made during the Biden administration.

In a statement released on Thursday, the leader touted the “productive and bipartisan” work that the Senate has done under Democratic leadership.

“To even do small things in the Senate is tough,” he said. “To pass major pieces of bipartisan legislation in the longest evenly divided Senate in history is a testament to Democrats’ persistence and hard work to deliver for the American people.”

While the press statement largely focuses on touting major achievements such as the Inflation Reduction Act, and infrastructure bill and aid to Ukraine, among other more well-known pieces of legislation, it also includes mention of the cannabis study reform.

Under a section of the statement titled “Fighting Back Against Hate, Crime and Oppression,” Schumer briefly mentioned that the “Senate passed legislation to streamline research of marijuana,” referencing legislation from Sens. Dianne Feinstein (D-CA), Brian Schatz (D-HI) and Chuck Grassley (R-IA) that cleared the chamber in April.

California Bills To Legalize Psychedelics Possession, Authorize Interstate Marijuana Commerce And More Advance To Floor Votes

A California bill to legalize psychedelics possession is now heading to the Assembly floor, along with a slew of additional Senate-passed reform proposals that would, among other things, authorize interstate cannabis commerce and prevent localities from banning medical marijuana delivery services.

Also, on the Senate side, several Assembly-passed cannabis measures are now also advancing to the floor of that chamber, including one to secure employment protections for people who use cannabis outside of the workplace and another to formally incorporate marijuana-based products for animals into the state’s medical cannabis program.

The Assembly Appropriations Committee and Senate Appropriations Committee each convened to decide the fate of the various drug policy reform measures on Thursday. Most have been amended along the way, however, so if they are approved on the respective floors of the chambers they are currently in, they will need to return to their bodies of origin for concurrence before potentially being sent to the governor.
