Five Years After Alabama Legalized Medical Cannabis, First Dispensary Nears Opening

Industry executives say progress is now being made. H. Marty Shelper, founder and president of the Alabama Cohab Coalition, said training for dispensary staff recently took place as the state prepares to open its first location.

Schelper noted May 4, the scheduled opening date for Montgomery’s first medical cannabis dispensary, a major milestone after years of setbacks.

Some lawmakers, such as Rep. Juandalyn Givan, say the rollout has been troubled from the start, not properly set up from the start and plagued by lawsuits that have slowed the process.

“It was a situation from day one that the shoot probably wasn’t prepared properly,” Givan said. “There have been numerous lawsuits that have challenged the cannabis board regarding the opening of dispensaries.”

The initial distribution of medical cannabis will be limited

Alabama could open 12 medical marijuana dispensaries next year The Alabama Medical Cannabis Commission voted Thursday to grant the licenses.

Birmingham is slated to have two dispensaries, while Mobile and Montgomery will each have one.

None are planned for the city of Huntsville, though two are planned for the metro area.

Officials said the awarding of dispensary licenses marked a breakthrough after more than two years of delays caused by disputes over the process and lawsuits from companies vying for a limited number of licenses.

The initial rollout of medical cannabis will be limited because of ongoing disputes over licenses for the integrated companies, which will be able to operate a total of 25 dispensaries.

On Thursday, the AMCC voted to follow the recommendations of an administrative law judge who presided over a hearing requested by the competing companies and found four applicants to be the best fit for dispensary licenses.

Under the Medical Marijuana Act passed by the Legislature back in 2021, the AMCC can issue no more than four dispensary licenses, and each business can operate in three locations.
