This is the third year in a row that Virginia’s governor has vetoed retail sales

Virginia has again failed to pass bills that would regulate the sale of recreational cannabis.

Gov. Abigail Spanberger (D) on May 19 vetoed House Bill 642 and Senate Bill 542, which would create a retail market for cannabis products, citing concerns about the timing, structure and “resources required for successful implementation.”

Despite the veto, Spanberger said in a statement that she supports a safe, legal and well-regulated retail cannabis market and that “Virginians deserve a system that replaces the illegal cannabis market with one that prioritizes the health and safety of children, public safety, product integrity and accountability.”

“I greatly appreciate the time sponsors have spent developing this important bill, and our continued dialogue and collaboration to strengthen this framework ahead of the next legislative session,” Spanberger added, adding that she remains “committed to working with members of the General Assembly, stakeholders and law enforcement to get this right.”
