Tilt Holdings cannabis affiliate in Pennsylvania secures $10.5 million loan

Pennsylvania’s Standard Farms, a subsidiary of Arizona-based cannabis multistate operator Tilt Holdings, secured a $10.5 million loan.

The loan will fund Standard Farms’ plans to build and run medical marijuana dispensaries in Pennsylvania, according to a news release.

An unidentified “experienced retailer and operator” issued the secured promissory note, the release noted.

Standard Farms can borrow up to $10.5 million to build and operate up to three medical marijuana dispensaries.

The promissory note matures on Dec. 31, 2027, and the loan carries a 20% interest rate.

The interest increases to:

30% once Standard has opened its first dispensary and completed a sale. 40% six months after the first location opens.

Missouri’s double-tax practice on marijuana is unconstitutional, court rules

Local governments in Missouri can add a 3% local tax on marijuana products to state sales tariffs, but the law forbids cities and counties to “stack” local levies on top of one another.

That’s the “unambiguous” language in the state constitution, according to a Missouri Court of Appeals decision that’s set to cut retail taxes on marijuana products in St. Louis County.

Ninety of the state’s 114 counties imposed a 3% local cannabis tax on top of the state’s 14.98% sales tax, the Missouri Independent reported.

But 74 of those counties also include a city or town that’s imposed its own 3% on top of the county lax.

That’s the practice that the appeals court says is unconstitutional.

Feds again delay requirement for hemp to be tested at DEA-licensed labs

The U.S. Department of Agriculture has again extended a deadline for federally approved hemp to be tested at Drug Enforcement Administration-licensed labs.

Now, hemp produced under the USDA’s Domestic Hemp Production Program can have products tested at labs that aren’t certified by the DEA through the end of 2025, according to a Thursday news release.

The USDA delayed the requirement last year, pushing a planned Dec. 31, 2023, deadline to the end of 2024.

Testing laboratories apparently are having difficulty meeting DEA requirements or receiving certification from the agency, according to feedback the USDA has received from state and tribal governments as well as labs themselves.

Long shot adult-use legalization effort launches in anti-marijuana Idaho

Advocates in Idaho, arguably the least-cannabis-friendly state in the United States, are laying ambitious plans to skip over medical marijuana and go straight to adult use.

At least, that’s the goal of the proposed 2026 ballot initiative that campaign organization Kind Idaho recently filed with Idaho’s secretary of state, according to The Inlander.

Campaigners would have until April 2026 to collect roughly 70,000 valid signatures from registered voters.

It’s anybody’s guess who might be willing to support such an effort.

Campaigns in 2022 and 2024 failed to get medical marijuana on Idaho’s ballot.

And recent adult-use legalization efforts in red states such as North Dakota and South Dakota have repeatedly failed.
